New brochure: Inundation Monitoring Service in the Philippines

The European Space Agency’s (ESA) Earth Observation for Sustainable Development Climate Resilience (EO4SD CR) has released a new brochure providing an overview of its work with the Asian Development Bank (ADB) where EO data was provided to improve the flood risk management related to its projects in the Philippines.

The Philippines is regularly inundated by disasters, including flooding events. However, flood risk management in the country has been largely ineffective. To help ADB secure more detailed data on floods in the Philippines, the Cluster developed an Inundation Monitoring Service (IMS) for Jalaur River Basin that detects seasonal fluctuations in water bodies and monitors long-term changes. The maps provided by the IMS show the extent of flooded areas over time, helping the ADB build a more detailed understanding of the flood response needed in a particular area. This allows for better infrastructure investment in flood protection, and disaster response and early warning.

In addition to the delivery of the IMS product, the Cluster provided a capacity building programme to support ADB staff in better understanding EO-derived data and services so that they can apply it to their own work. Capacity building activities include targeted support through practical training, and awareness raising and knowledge transfer through online courses and webinars.

The EO4SD CR cluster provides insight about the potential of Earth Observation (EO) data to support climate-resilient decision making at the regional and national scale. In collaboration with several International Financial Institutions, the EO4SD CR cluster has developed EO-based screening and risk management products that can be integrated into different platforms and project cycles.

Using Earth Observation data in climate risk assessment for financial institutions

Working with financial institutions to understand analyse and disclose physical climate risks and opportunities to loans, investments and across portfolios demands the application of the most up-to-date climate data and information. By deploying data from historic climate observations, modelled projections of future climate and various social, environmental and economic datasets it is possible to begin to build a picture of risk exposure to financial institutions. In recent years, Acclimatise has also been working with new data sources such as Earth Observation (EO) data, which offer the potential to develop our understanding of real-time risk exposure, especially in areas where other data is sparse.

Acclimatise worked with leading programmes, such as the European Space Agency’s Earth Observation for Sustainable Development Climate Resilience (EO4SD CR) cluster, to demonstrate the potential of EO data to build climate resilience. The potential of EO data is enormous, and the developments in the temporal and spatial resolution of satellite data is a powerful tool of analysis. In recognition of this, Acclimatise this month became an Associate Member of Group on Earth Observations (GEO). The GEO is an intergovernmental partnership that improves the availability, access and use of EOs for a sustainable planet.

What is EO and EO data?

EO is the collection, analysis and presentation of information about the Earth’s physical, chemical and biological systems and has the capability to do so across remote and inaccessible terrain. It involves monitoring and assessing the status of and changes in the natural and man-made environment. There are now thousands of data buoys operating in the world’s oceans, hundreds of thousands of land-based environmental monitoring stations, tens of thousands of observations from aircraft platforms and numerous environmental satellites orbiting the globe, according to GEOSS and other academic research.

EO satellites can collect real-time data on a wide range of indicators such as water distribution, land use, water cycles, atmospheric profiles, heat mapping, sea surface evaluations, and global-regional energy exchanges. EO data provide large quantities of timely and accurate environmental information, which, when combined with other datasets, can give unique insights into managing climate risks.

Of the 50 Global Climate Observing System (GCOS) essential climate variables, roughly half can only be observed from space, making EO an irreplaceable component of climate monitoring. EO datasets are critical in regions where insufficient information is available from weather stations (which is often the case), and its consistency facilitates coordination of information sharing. It is also very useful where on-the-ground assessments of infrastructure are not possible, for example, due to safety concerns.

Why is EO data useful for financial institutions?

Financial institutions (FIs) are accustomed to integrating data from various sources into their risk screening processes. As FIs become increasingly aware of the need to consider physical climate risks in their assessments, EO data offers enormous potential. FIs often lend or invest in diverse geographies with varying levels of available climate hazard data.

EO datasets can complement data held by FIs on their borrowers or investments including data on physical assets, on-site operations, supply chains, markets and logistics. High-quality data on climate parameters combined with other critical investment-relevant information helps investors and asset managers understand current and future risks to their investments across sectors. EO data is often used for post-disaster damage assessment. EO data can also be integrated into existing tools platforms and analyses used by FIs.

Evidence from current uses of EO data by financial institutions

To date, EO data has been used in the context of climate risk primarily by development finance institutions (DFIs), which indicates how commercial FIs could eventually use this type of data. The EO4SD Climate Resilience Cluster provides EO-based products and services to DFIs that have investments in developing countries to support climate resilience. DFIs and other agencies supported through the project include the World Bank, Asian Development Bank (ADB), Inter-American Development Bank (IDB), African Risk Capacity (ARC), Multilateral Investment Guarantee Agency (MIGA) and the International Finance Corporation (IFC).

For example, the EO4SD project is collaborating with a World Bank urban development initiative in Greater Monrovia, Liberia to provide EO-based products and services. An example of this is a coastal erosion service involving 41km of shoreline evolution monitored through a 34-year satellite series, which has been acquired through analysis of satellite images from Landsat, Sentinel 2 and Worldview 3. The analysis estimates that the land loss area from 1984 to 2019 in the 50 km coastline of Greater Monrovia is 0.8 km2. This can be overlaid with data on population and critical infrastructure to aid investment planning.

Flood mapping is also benefiting from EO-based services as EO data provides consistent historical information on floods. The 34-year high-resolution sea-level rise data was also used to identify coastal and inland flood risk areas in parts of Monrovia. The model integrates sea level rise projections to 2030, mapped against a digital terrain model to identify high flood risk areas. These flood maps help the World Bank and local authorities identify the most effective flood management actions and enable better planning decisions to avoid unnecessary development in risky areas.

The direction of travel: What next for EO?

EO data can help banks and lenders around the world understand and prepare for climate change impacts, accounting for future climate risks and opportunities in investment and lending decisions. As EO data gets easier to extract and apply, its use in climate risk assessments will continue to unfold.

One exciting potential application of EO data is in the context of trend analysis where past events are correlated to experienced losses to help paint a picture of risk. There is also potential to develop statistical information using EO data for certain climate hazards such as flooding. Processed climate data will soon be available on flood return periods, for example, as will statistics on flood extent and flood duration. Acclimatise are now gearing up for phase 2 of the EO4SD project, which will build the capacity of DFIs and partner agencies in the practical application of EO data.

Climate change impacts and sustainable development

The UN Sustainable Development Goals, Paris Agreement, and numerous regional and national level development plans and strategies are explicit about the potential for climate change and its impacts to derail development efforts and reverse the trend of declining global poverty.

However, developing a picture of how climate impacts affect the environment and society can be difficult, especially in regions where data is missing, incomplete or inaccurate. Earth observation (EO) data helps in this regard by providing timely and accurate information in large quantities about the Earth’s atmosphere, landmasses, and oceans.

Combined with socio-economic data, EO data can provide useful information that can show potential climate risks and allow decision makers to develop strategies to build resilience. Since 2008, the European Space Agency has worked closely with International Financing Institutions (IFIs) and their client countries to harness the benefits of EO in their operations and resources management.

About the EO4SD initiative

Earth Observation for Sustainable Development (EO4SD) is an ESA initiative which aims at increasing the uptake of EO-based information in regular development operations at national and international level. The Eye on Earth (EoE) Symposium 2018 was held from 22-24 October 2018 in Dubai, United Arab Emirates (UAE). The event gathered experts from different disciplines to discuss the use of data in support of sustainable development. The symposium was organized by the Environment Agency-Abu Dhabi (EAD), a co-founder of the Eye on Earth movement, in partnership with the UAE Federal Competitiveness and Statistics Authority and the Eye on Earth Alliance.

In a session chaired by Tanzeed Alam of Earth Matters Consulting, panellists Steven Ramage of the Group on Earth Observations (GEO) Secretariat, Jed Sundwall of Amazon Web Services (AWS), Michael Brewer of the National Oceanic and Atmospheric Administration (NOAA) National Centers for Environmental Information (NCEI), and John Firth of Acclimatise Group Ltd. discussed the application of Earth Observation (EO) data to support robust investment decisions in the face of a changing climate.

Of cooperation and access

Steven Ramage presented how GEO promotes science and technology to facilitate the use of EO for policy and decision makers around the world. A large part of this work is coordinating with all the GEO member countries in order to increase cooperation, as well as open data access and sharing. Many countries do not have suitable data at their disposal in order to make better decisions about how to address environmental challenges, including climate risks. Thus, the exchange with countries that do have good quality data can facilitate data access and make a significant difference. GEO also works to promote capacity building for the efficient use of EO data in decision making.

While GEO promotes the science and human networks that facilitate data access through cooperation, Amazon Web Services focuses on the technological side of things. Jed Sundwall shared that Amazon is looking to lower the cost of knowledge, explaining that if data is in the cloud, working with it is faster and cheaper. Nowadays, many customers rely heavily on quick data access to develop and offer services. This can drive change all over because quick data access can reach a diverse user base that goes beyond academics.

The importance of the private sector

Michael Brewer spoke about the value of data NOAA’s NCEI provides across all kinds of sectors, from agriculture and logistics to retail and finance. Many businesses, especially in the USA, use NCEI data to improve their bottom line. It helps them plan ahead and react quickly, be it delivery companies choosing their distribution hubs or farmers determining how much fertiliser to use, and even food retailers deciding what foods to stock in their shops – climate data from EO is an invaluable asset.

John Firth underlined this by presenting some of the work Acclimatise has been doing in the financial sector. Using EO data, banks can better understand and disclose on their physical climate risks. In light of our changing climate, this is of extreme importance because the safe margin within which investment decisions have been made in the past is shrinking fast and drastically. Having access to EO data and knowing how to interpret and extract information from it is crucial to understand how climate change is affecting our society.

  • We can make greater use of the extensive and readily accessible data provided by the EO community together with other socio-economic and environmental data. Many potential users have little awareness about open data resources that exist and those resources are therefore under-utilised.
  • Use of EO data as such, is not the end goal, but more about how socio-economic and other data can be combined and analysed to better inform decisions. The examples shared at the event have shown how building such ‘bridges’ can better inform investment decisions in different sectors, be it utilities, the agricultural sector or financial institutions.
  • It is key to consider the needs of least developed and middle-income countries in relation to EO data for climate risk assessment and management and adaptation. Many developing countries lack skills and resources to access and make full use of EO data and services offered by major providers.
  • We need the power of EO data to enable actions to be taken by business and governments. Successfully transferring open access data and information from the scientific community to decision-makers to inform policy and business decisions is crucial to support climate adaptation that requires bespoke, local-level solutions over multiple timeframes.
  • There is no straightforward solution to the challenges of availability and accessibility of EO data and how this can be overcome to address the climate challenge at the necessary speed. It is important to accelerate the use of EO data (both space-based and in situ data) for timely adaptation action. There is no easy answer, but solutions involve the need to provide more open data, work collaboratively, and support investments in education and long-term co-design and co-production of knowledge, often badged as capacity-building.
  • Participants agreed that a major change is needed, where positive climate action is embedded in everyday habits and behaviours. Communicating our knowledge of climate change in the language of the audience and tailored to their needs is essential. EO can play a major role in improving narratives and changing habits and behaviours by showing the changes taking place in our own communities. The recent IPCC 1.5°C report highlights there is a small window of opportunity to deliver the objectives of the Paris Agreement, by scaling up mitigation actions to transition to low-carbon economies and building resilience to the physical impacts of a changing climate. EO open access data can be used via visualisation and modelling tools to help governments, business (SMEs and corporates), financial services, NGOs and communities to understand and manage their risks, and influence behaviour change.

EO4SD Climate Resilience stakeholder & capacity building workshop

Colleagues from international finance institutions (IFIs) and their client states are invited to join the EO4SD Climate Resilience cluster on 13 March 2019, one day before the One Planet Summit in Nairobi: Africa’s Pledge, for a stakeholder and capacity building workshop at the ICPAC offices in Nairobi, Kenya.

The workshop aims to demonstrate the value of Earth observation data to climate-resilient development through a series of presentations, discussions, and hands-on training.

During the workshop the EO4SD Climate Resilience cluster will:

  • Provide valuable insights into how IFIs and their client states can use Earth observation data to support climate-resilient development;
  • Discuss stakeholder needs and requirements, especially with regards to projects on the African continent;
  • Provide applicable and useful information about Copernicus Sentinel data and services, which offers full, free and open access;
  • Showcase the proposed services of the EO4SD Climate Resilience cluster and how they can be used (e.g. drought monitoring, wetland monitoring, ecosystem evaluation, flooding, soil erosion, etc.);
  • Offer a training session about the EO4SD Climate Resilience platform, including downloading data, visualizing it, and creating of customized products (e.g. water quality indexes, vegetation indexes, etc.).
